More than half of VodafoneThree's planned upgrades to existing masts require planning permission before a single cable gets touched. That statistic, delivered by the company's networks director, sits at the heart of a warning the mobile industry is now making loudly: UK infrastructure is not built for the AI traffic heading its way. This isn't a funding crisis. It's a planning crisis, and it is moving at a pace that makes the EU's approach look embarrassing by comparison.
The EU's Gigabit Infrastructure Act, in force since November 2024, gives local authorities four months to decide on a permit application. Miss that deadline and the permit is deemed granted. It's a blunt instrument, but it works. The UK has no equivalent. Planning decisions on telecoms infrastructure can drag for years, stalled by objections, underfunded councils, and a regulatory framework that was not designed with 5G small cells or AI data demands in mind. According to the National Infrastructure Commission, delays to digital infrastructure approvals cost the UK economy hundreds of millions of pounds annually in foregone productivity gains.
For Scotland specifically, the picture is uneven. Urban centres like Edinburgh and Glasgow have reasonable 5G coverage, but coverage is not the same as capacity. AI tools, whether a GP surgery running clinical decision-support software, a school using adaptive learning platforms, or an SME owner running AI-assisted customer service, all generate sustained, high-bandwidth data demand that is fundamentally different from streaming a video. According to Ofcom's Connected Nations Scotland report, 5G outdoor coverage reaches around 79% of Scottish premises, but indoor coverage and consistent speeds tell a different story, particularly outside city centres.
The structural irony here is sharp. Westminster has repeatedly talked up the UK's AI ambitions, with the AI Opportunities Action Plan published in January 2025 promising to make Britain a global AI leader. But AI leadership requires AI infrastructure, and AI infrastructure requires mobile and fixed networks capable of handling the load. You cannot run a serious AI strategy on planning permission timelines that predate the smartphone. Scottish businesses, many of which rely on cloud-based tools precisely because they cannot afford enterprise on-premise kit, are the ones who feel this most directly when connectivity falters.
There is a Scottish dimension to the policy fix, too. The Scottish Government's Digital Strategy and the work of bodies like the Scottish Futures Trust on digital connectivity have pushed for improved rural and urban infrastructure alike. Scotland's planning system, devolved and distinct from England's, has some flexibility here. A faster-track approval process for mast upgrades and small cell deployment in Scotland would not require Westminster to move at all. That is worth noting. The block is not always where it looks like it is, and Scotland has more room to act than the debate in London often suggests.
