The data centre industry has arrived at Holyrood with its chequebook open and its consultants briefed. Multiple major operators are actively lobbying MSPs and Scottish Government officials to ease planning constraints, secure grid access, and position Scotland as a preferred destination for the next generation of AI infrastructure. The scale of the campaign, reported by The National, reflects just how seriously the industry views Scotland as a strategic location. It should also prompt every Scottish SME owner, council, and community trust to ask a sharper question: what exactly are we being offered in return?
Scotland's case is genuinely compelling from an operator's perspective. The country runs on surplus renewable energy for significant portions of the year, according to Scottish Government energy statistics. Its cool northern climate cuts the cost of cooling servers, which is one of the biggest operational expenses a data centre carries. Land is available. Labour is educated. And the legal and regulatory environment, within Scotland's devolved powers, is navigable. For an industry that moves billions of dollars around the globe chasing marginal cost advantages, Scotland ticks a serious number of boxes.
What the lobbying campaign is pressing for, broadly, is faster planning approvals and preferential grid connection timelines. Both are legitimate asks. Scotland's grid connection queue is a genuine bottleneck, a problem Ofgem and the National Grid ESO have acknowledged publicly, and one that affects Scottish renewables developers just as much as data centre operators. But speed of approval is a negotiating chip, not a gift. The Scottish Government holds real leverage here, and it should use it deliberately.
The leverage is waste heat. AI server farms produce enormous quantities of thermal energy as a by-product of computation. That heat, currently vented into the atmosphere at most facilities, is enough to warm homes, hospitals, greenhouses, and district heating networks at near-zero marginal cost. Stockholm has been running its data centre waste heat through city district heating for over a decade. The Dublin Docklands has explored similar schemes. In Denmark, the town of Viborg receives heat from a nearby Meta facility. Scotland, with its established district heating ambitions under the Heat in Buildings Strategy, is positioned to demand exactly this kind of return from any operator who wants planning consent and grid priority. If a facility is going to run at scale in Tayside or the Central Belt or the Highlands, its waste heat pipeline should be part of the planning condition, not an afterthought.
The tension here is real, and it runs south. UK energy policy, shaped in part by lobbying from traditional heat and gas suppliers who have a direct commercial interest in keeping homes on fossil fuel networks, has consistently stalled waste heat recovery mandates at a Westminster level. Scotland has limited but meaningful room to act differently through devolved planning and district heating legislation. The Heat Networks (Scotland) Act 2021 gives Scottish ministers tools that their Westminster counterparts have not yet fully deployed. The current lobbying moment at Holyrood is, in effect, a test of whether Scotland uses those tools or simply rolls out the red carpet and waves the operators through. According to Highlands and Islands Enterprise and Scottish Enterprise, digital infrastructure investment is a stated priority for regional economic development. The opportunity is real. So is the risk of underselling it.
