AI data centres are among the most power-hungry infrastructure investments in modern economic history, and they need exactly what Scotland has in abundance: cheap, clean, consistent electricity. When a minister starts using phrases like 'renewable upside benefits' in connection with data centres, that is not spin, that is policy direction finding its feet.

The minister's comments, reported by The National, align with a broader shift in how governments and investors are starting to think about AI infrastructure. Rather than treating data centres as a purely extractive industry, ones that arrive, consume, and leave, the emerging model recognises that the enormous heat generated by server farms can be captured and redistributed. District heating networks, agricultural greenhouses, swimming pools, and community buildings can all run on that waste heat. Scotland's cold climate makes it ideal: the temperature differential required for efficient heat exchange is free, delivered daily by the weather.

Research from the International Energy Agency published in 2024 found that data centres globally consumed around 415 terawatt-hours of electricity in 2023, a figure expected to double by 2026 as AI compute demand accelerates. The UK Government's own AI Opportunities Action Plan, released in January 2025, identified data centre capacity as a critical national infrastructure priority. Scotland, with its renewable grid, stable geology, and available land, should be near the top of every site assessment list. Whether Westminster's planning and subsidy frameworks allow Scotland to capture that investment is a different, and more politically loaded, question.

That political dimension matters. Traditional energy suppliers, whose revenues depend on households and businesses buying heat and power through conventional networks, have a structural interest in slowing the adoption of waste-heat recovery schemes from data centres. If a new AI campus in Fife or the Borders is warming five hundred homes for near-zero marginal cost, that is five hundred households buying less gas. The lobbying logic writes itself. Scottish businesses and community groups pushing for local waste-heat deals will need to understand this resistance is not accidental, it is commercial self-preservation operating through planning consultations and Westminster committee rooms.

For Scottish SMEs, the practical upside runs beyond cheaper energy bills, though that alone would be worth watching. A Scotland that positions itself as the preferred location for European AI infrastructure investment becomes a Scotland with a denser, faster, and more competitive digital economy. According to Scottish Enterprise, digital connectivity and proximity to technology infrastructure consistently rank among the top factors in where high-growth firms choose to locate and scale. Every AI campus that plants itself on Scottish soil is also planting fibre, talent pipelines, and supplier contracts. The minister's cautious phrasing is a start. The business case for moving faster is already overwhelming.
