The former IBM campus at Spango Valley, Greenock, sat idle for years after the tech giant wound down its Inverclyde operations, a familiar story of deindustrialisation that left a skilled workforce and a large brownfield footprint with nowhere to go. Now Slate Island Developments Ltd has submitted a Planning Permission in Principle application to Inverclyde Council to transform part of that site into a data centre development of significant scale. The details of the full build-out are still emerging, but the direction of travel is clear: AI infrastructure is heading to Scotland's west coast, and it is landing on land that has been waiting for exactly this kind of second act.

Data centres are the physical backbone of every AI tool your business uses today, from cloud storage and accounting software to the large language models powering everything from customer service bots to GP appointment systems. Demand for data centre capacity across the UK is accelerating sharply. According to CBRE's 2024 Global Data Centre Trends report, UK data centre investment reached record levels last year, with hyperscale operators and co-location providers competing for sites that offer reliable power, good connectivity, and room to grow. Scotland, with its cool climate, proximity to renewable energy, and available land, ticks every one of those boxes.

The Spango Valley site carries particular symbolic weight. IBM's presence in Greenock was once a source of significant regional pride and employment, with thousands of jobs at its peak. The site's transformation into digital infrastructure does not replace what was lost, but it represents a credible route back to productive use rather than continued vacancy. Inverclyde Council has been working to attract investment to the area for years; a data centre of meaningful scale would bring construction jobs, permanent technical roles, and rateable income to a local authority that needs all three. Scottish Enterprise has consistently flagged digital infrastructure as a strategic priority in its economic development frameworks, and projects like this are precisely what those frameworks exist to support.

The waste heat angle deserves to be said plainly. Data centres generate substantial thermal energy as a by-product of running servers at scale. In Denmark, waste heat from data centres already warms thousands of homes through district heating networks. In Stockholm, the same principle has been operational for years. Scotland has the infrastructure logic, a cold climate, community heating ambitions, and a renewable grid that could power the compute in the first place, but it still lacks the policy framework to make waste heat recovery mandatory or even reliably incentivised. The Greenock proposal is an opportunity to build that thinking in from the start, not retrofit it later. If Inverclyde Council, Scottish Government planners, and the developer align on this, Spango Valley could be a model for how Scotland does data infrastructure differently.

For Scottish SMEs, the broader trend matters as much as the single planning application. The arrival of serious data centre investment in Scotland means faster, more locally resilient cloud infrastructure over time, lower latency, more competitive pricing, and sovereign data options that matter increasingly to healthcare, education, and financial services clients. According to the Scottish Government's Digital Strategy, improving digital connectivity and infrastructure across Scotland is a core economic objective. Greenock is not Edinburgh, and that is precisely the point: genuine infrastructure investment that reaches beyond the capital is what makes Scotland a serious digital economy rather than a city-state with good broadband.
