England designated data centres as Critical National Infrastructure back in September 2024, a move that fast-tracked planning consents and sent a clear signal to global operators: build here, we'll make it straightforward. Scotland has no equivalent framework. As AI infrastructure spending accelerates worldwide, that policy silence is not neutral. It is a competitive disadvantage, and it is compounding by the month.
The question Alex Orr raises in the Daily Business Group is blunt and overdue: should Scotland follow England's route on data centre consents, or chart its own path? The answer matters enormously, because Scotland's geography, climate, and energy grid make it one of the most naturally suited locations for AI compute infrastructure anywhere in Europe. Cold air reduces cooling costs. Renewable energy is abundant. Land is available. The fundamentals are exceptional. What is missing is the planning certainty that institutional investors and hyperscale operators require before committing capital.
According to the Scottish Government's own National Planning Framework 4, published in February 2023, digital infrastructure is recognised as essential to economic development. But NPF4 stops well short of the kind of nationally significant infrastructure designation that England has extended to data centres. That designation matters because it determines which planning authority hears an application, how long the process takes, and crucially, how predictable the outcome is. Without it, a 200-megawatt data centre in Aberdeenshire faces a local planning committee, a timeline measured in years, and no guaranteed route to grid connection. In England, that same project now moves through a streamlined national process. Operators notice. Investors notice. The money flows accordingly.
The Scottish Renewables trade body has consistently argued that Scotland's grid, increasingly dominated by wind and hydro, is the cleanest and most competitive in the UK for energy-intensive operations. Research from the University of Edinburgh's School of Engineering supports the case for co-locating compute infrastructure with renewable generation, noting significant efficiency gains and reduced transmission losses when data centres are sited close to generation assets. Add waste heat recovery into that picture, and a large data centre in central Scotland stops being just a building full of servers. It becomes a district heating asset, a grid balancing tool, and an anchor for surrounding industrial development. That is not a hypothetical. Stockholm, Helsinki, and Dublin have already built exactly this model.
The Scottish Government has an opportunity here, not just to match England's approach but to go further. A dedicated data centre consent pathway, tied explicitly to renewable energy sourcing and waste heat utilisation requirements, would attract serious operators while locking in the community and environmental benefits that make this infrastructure politically defensible. Highlands and Islands Enterprise has already been exploring the economic development potential of digital infrastructure in rural areas. Scottish Enterprise has the remit and the relationships to broker exactly the kind of public-private partnerships this requires. The pieces exist. The policy architecture does not, yet. Every month that continues is a month the investment pipeline tilts south.
